Power Meter

APICommand provides an API server for querying the database.

ServeCommand accepts power measurement from standard input and writes them to the database.

SplitCommand reads power measurement and splits the data into monthly files.

Config provides external parameters.

Cache keeps track of the last power consumption seen for each meter.
