BuildServer creates the http.Server struct.

Degraded sets the metric that indicates if the operator is in degraded mode or not.

RunServer starts the metrics server.

StopServer stops the server; for tls secret rotation.

MetricsPort is the IP port supplied to the HTTP server used for prometheus, and matches what is specified in the corresponding Service and ServiceMonitor.
