GetConfig returns the configuration instantiated from the viper configuration.

InitViper reads in config file and ENV variables if set.

NewApplyCmd create an apply command.

NewCloneCmd create a clone command.

NewConfigCmd adds commands to deal with configuration.

NewGetConfigCmd prints out the configuration.

NewHydrosServerCmd creates a command to run the server.

NewSetConfigCmd sets a key value pair in the configuration.
