ConfirmSaveProject prompts the user to save the project ID.

If the CLI is running inside a Depot GitHub Actions runner, restore the original GitHub Actions cache URL so that the remote BuildKit doesn't attempt to use the internal cache.

OnboardProject initializes a depot.json and saves it at the CWD if the user confirms.

Returns the project ID from the environment or config file.

Returns all directories for any files.
