lotus 自动添加cc扇区

  1. 通过http接口接收扇区状态信息，如果需要就存储到数据库
  2. 每次收到P2结束的消息就添加一个CC扇区
  3. 内置一个客户端向自身的http服务端口发送请求，手动添加CC功能
  4. 查询指定扇区info
