IsInlinePolicyUpToDate checks whether there is a change in any of the modifiable fields in policy.

IsRolePolicyNotFoundErr returns true if the aws exception indicates the role policy was not found.

SetupRolePolicy adds a controller that reconciles RolePolicy.
