CreateBannedUser creates the BannedUser resource.

DeactivateAndCheckUser deactivates the given UserSignups and checks that the MUR is deprovisioned.

WaitForOperators initializes test context, registers schemes and waits until both operators (host, member) and corresponding ToolchainCluster CRDs are present, running and ready.

SignupRequest provides an API for creating a new UserSignup via the registration service REST endpoint.
